I literally just noticed that the patch notes are labeled with the season. Like patch 6.1 because it's season six and patch one of the season. [zombie-brand-facepalm]

They actually didn't used to be. Many games use this method, but looking at the past patch numbers, Riot didn't adopt it until Season 3.
