Context on why Maokai got the victorious skin?

I haven't seen a single person who thinks he deserves it yet. Why did he get it when the likes of Azir Ekko Ezreal Fiora Gangplank Gnar Graves Irelia Lucian RekSai Trundle Karma Jhin Ashe Gragas Shen were all popular for longer in both pro play and ranked play. Can someone explain this?

Because, despite being off-meta, Maokai is still pretty strong and deserves to see a bit more play.

We have a cycle. It goes Top (Jarvan), Support (Janna), Jungler (Elise), Mid (Morgana), ADC (Sivir).

Now we're back to top lane. And Maokai was one of the dominant top laners in the spring. The Victorious skin tends to focus around the champions who were strong in the early parts of the season, because Riot has to actually make the skin over a few months.

Karma, Shen, Azir, Irelia, Rek'Sai, and Trundle would have been sick. Maokai seems... bleh.
