New players are generally aware they are still learning and just ask questions. The toxicity comes from the people who know the answers to the questions, but instead of giving out the answer they call the asker a noob.

Na, don't ban noobs. But, ban the players that go 0/11/0 in ranked with a first time champ and runs right into the enemy team to die on purpose. Then you will fix the toxicity in this game.
