Chromebook's don't operate on Windows, they use a proprietary Chrome OS, which in only rare instances are Chrome versions of application made. So for "Play" means - you can watch youtube.
The only software Chromebooks can run is Google Chrome (and Extensions for Google Chrome).
So the short answer is no. What they're showing is either a web browser game or a game that's an Extension itself.
YES! it really is possible. I put my computer into dev mode and installed a new operating system known as ubuntu and i was able to access and download league of legends but the thing is i dont have alot of space so it always had error installing it.
