Extreme Lag Spikes

Alright, so I'm going to be very direct with this - Something needs to change.
I've been playing League for about a year and a half now, with a considerably unstable connection on AT&T mostly due to family downloading games on Steam. I received Xfinity internet about a week ago, and something is horribly wrong. I live on the WEST COAST, in the Bay Area, so I SHOULD NOT be getting these problems.
About every 30 seconds, I will get a spike to anywhere between 400-3000 ping. This lasts for about 2-3 seconds, sometimes 9-10 seconds. Already sounds unplayable, right?
Guess again. Every 10 minutes or so, instead of the normal spike of 400-3000, I will get a spike to 10,000 - 40,000 ping. You might think I'm exaggerating - I assure you, I am not.
Not only this, but my connection to everything else is completely fine! I've run speed tests and I'm getting a decent 20-30 mbps.
The worst part is, whenever I'm not lagging I have a 30-40 ping, which is completely playable. So I know this is either Comcast's or Riot's fault.
I want a fix, and I want it now. I simply can not play this game with this outragious lag, and with the money and time I've spent into this game, it will be sad to have to quit. All my friends play League, which makes it harder for me to say goodbye, as this is the best game I've ever played. But I simply can't play the way it is now, and it just sucks.
With the amount of time and money I've invested into this game, I expect at least one red response, to at least tell me what I should do if I wanted to keep playing League.
I really want to keep playing League, it's my favorite game and I was intending to hit Diamond next season, but again, this is unplayable, and I simply won't let it go unnoticed.
P.S. Your East Coast player base is still waiting on some server updates, too. Fix the game, Riot, it's really starting to crumble.
