I think instalocking a lane that is already picked with 5th pick in ranked should be punishable

Did they try to communicate first?
Obviously fifth pick has the short end of the stick here, but they can at least offer to swap if someone is willing to switch lanes with them and pick accordingly.

First of all instalocking in ranked is, by definition, impossible ( draft ..) . But you have a point.
It is already punishable no ? According to the behavior of the player in game and his result at the end of the game : report for help enemy team if he REALLY troll, report for no skill if he feed too much.
Myself i don't do it ( exept really extreme case ), but what do you think about it guys ?
You can also report for no communication, no ? ( if he don't ask anything and go for his lane without caring of the others ? )
Just cause I picked a champ that doesn't traditionally go support as fifth pick doesn't mean I'm trolling you. I might literally not own any traditional support champions (Some of my accounts dont). Chill out. I'm still going to do my best to help the team because believe it or not, I want to win too and I picked the champion I thought I had the best chance of doing that with. If my strategy was worse than yours, I wouldn't be the same ELO getting queued with you. So instead of blaming me and raging out before the game even starts, why don't you take a chill pill and let's have some fun.
by the way it IS punishable as long as you can prove it/its in the chatlogs
Just politely ask the troll "why did you take a lane that someone else in a higher pick order already called?" and trust me, he'll probably say something like "im top bitch" and just start raging. usually people who troll pick order tend to have bad attitudes and are prone to rage.

If this was punishable that would mean Riot endorses meta. Breaking meta is not a reportable offense. Breaking community normative, yes, but not a violation of any rules.

No offense, you are 23, you should understand that no system can catch all the bad guys and punish them.
Even in real life, the first thing they told us at the orientation at school is "don't leave your laptops out, the chances of catching and finding thieves are very low". Does this mean stealing isn't a punishable offense? Of course not. Stealing is definitely a punishable offense, but you have to prove it and catch them and that might not be easy or possible in many situations. Same thing in lol. trolling is a punishable offense, but the chances of catching the silent ones might be very difficult, that's why it's easier to prove and punish verbal abusers more than it is for intentional feeders and other trolls.
