Fiora's Q prioritizes Vitals?
It says Q prioritizes vitals. Does that mean it procs her passive when she uses it? I'm a bit confused. If somebody understands it please leave a reply, thanks

It means that when the attack part of the Q goes off, it will preferentially target Vitals (passive marks) or units in kill range. If neither is available or in range, it'll select another target.
However, it's notable that you still need to be in the correct position to hit the Vital spot - so you can't trigger a Vital on the bottom side of a champion by Q-ing above them, for example.
