That's not a deduction, that's speculation. It could have been a complete case of coincidence for the Shurima event to be released on a dry week.
It was timed at the exact same time thousands of players got their 14 day ban. That's the only real coincidence concerning it's release date.
This is actually confirmable too.
And Riot wonders why it's player-base hate them so much compared to Blizzard and it's fan base.
