Petition to not be able to surrender unless you have an inhibitor turret down
Sick of people surrendering and giving up early.

Yeah yeah, so so I shouldn't be able to surrender a 0-20 game with them having 3 dragons by 20 minutes.
Games can be over long before you lose an inhibitor turret. Hell, there's plenty of reasons to change it so you can surrender at 15 minutes instead of 20.
