How are the Championship skins determined, and what champion is likely to get it?

With the season coming to an end in the next what 3 months, I wanted to know how Riot decided on the champion each year. Is it just a champion that has been consistently a top champion in the competitive scene all year? Also, looking at the year so far, what champion is likely to get it? I kind of hope Hecarim does, as he's probably my favorite champion in this game, and has seemingly stayed in the competitive picks most of the year ( I could be wrong, I watch very little of it, just going off of what people that watch it say in passing.)

I'm pretty sure it's just which champ is pretty popular and stuff, like last season Morgana became a lot more popular than she was before, I noticed. Not sure about how they actually determine it, though.

Championship skins are largely determined by taking a look at impactful champions in a particular season. This is also true for Victorious skins.

Ya i believe its determine by popularity. Riven was (still is) big in during all Season 2. Thresh was (again still is) a great support champion! Shyvanna, ill admit i rarely see her, but she got one so im going to assume she was great.

Personally while not hating on Hec, i really hope he doesnt get it just for the fact he is a "Jungle" champion, and Shyvanna already got it as the Jungle Champion. I would think it will go to a Mid laner mainly because the Victorious skin is already stated to be a for an ADC, and Mid and ADC are the only roles to yet get a Championship skin!

Victorious skins seem to usually go to champions that shook up the meta while chamionship skins seem to go to champions that were just really dominant picks for that season.

I would expect Azir and Sivir this year. Although Kalista, Rek'sai, Hecarim, Gnar, Ryze, Alistar, and Janna were all up there.
