Hey Riot, would there be a problem with a community made champion?

Not just inspired by one like braum, but the whole thing or almost the whole thing (with some adjustments for balance reasons). I know there are some just flat out bad concepts on here (one guy made a karthus ult that hit all enemies, allies, and enemy towers) but there have also been some great ones as well. Maybe have a contest or something with a community vote and a Riot pick for the winners.
