@Riot can you bring back the 400 RP at level 3?

I know you removed it because of Hextech Crafting, but it was much better since it gave players the option to CHOOSE what they want to buy, either XP/IP boosts, cheap on sale skins (390, 375, 260 skins), and champions as well.

Hextech crafting only gives you essence, a random ward skin, and a random champion skin that can only be unlocked if you already own the champion, pretty useless for new players. Not to mention that accounts that already got 400 RP from lvl 3 before Hextech Crafting was released, also got the hextech chest and key.
