Download speed goes to 0kb/s. Everytime I try to re open it starts at 2gigs again?

Has this happened to anyone else? I installed the game just fine. I did patch 1/2 just fine. But now on patch 2/2 I start out at about 7MB/s but every time i get to about 800MB left it rapidly goes down to 0KB/s. So I close it out and re open it. If the other information has been downloaded I will not need to re download. But then it starts back at 2gigs every time and does the same thing. I am putting it on an SSD this time, not sure if that has anything to do with it.
