So When Can We Start Reporting People in Champion Select?

I've lost track of how many times I've joined a normal game and the moment the lobby chat loads, someone starts calling you racist or homophobic term. Or, my personal favorite, when you are first/second pick and you declare mid/top/etc. and someone who is last pick decides to pick the same role as you. Now you are in a situation where either you dodge the game (and get to enjoy your wait!) or the game loads and now you are stuck playing with some troll for 20 minutes before you can surrender. It's incredibly stupid and for us who don't have that much time to play League, there must be an option to avoid these situations all together.

Why can't we report (or remove) people in Champion select, or at least mute them? I cannot even report someone who acts vulgar towards his fellow if I end up having to dodge, or someone else on my team does. It just seems odd the people who are most toxic at times get away with this behavior when the innocent people have to wait 15 minutes to queue up again because they didn't want to play with Teemo ADC and Warwick Support... both running Ghost and Clairvoyance...
