Is it just me, or has player skill in LoL dropped immensely?

Match after match, I kept being grouped with players who feed the enemy team and single-handedly cause the defeat of an otherwise even match.

Of course, it is inevitable that people have bad games; however, I have noticed that this has became a regular occurrence. I have had teammates repetitively lose to the enemy laner despite a torrent of advise from the our team. Often, our "feeder" is already playing a champion with the skill kit advantage. (Often the rest of the team does fairly well and ends up positive in KDA save the "feeder")

I don't recall it being like this a few weeks ago, so I ask you:

Yes, people are afraid to talk down on newbies because it could result in bans, the second source comes from those banned who are now trolls on their smurfs ruining games for the rest.

That's why you see idiots that play like they're 2 tiers below where you're at. They got lucky and got there from going even or slightly feeding every game and being carried. Put them against someone decent and they instantly lose. Positioning is bad, map awareness is bad, teamfighting is bad.

Each team has one or two of these, and whichever team can't carry their idiots will lose.

No one takes negativity as 'oh hey maybe I should actually try to improve and listen to this guy' they only take the 'hurtful mean words' part of it.

No one then bothers to help anyone because it's not worth their time.

Thus, none of the bads improve and they just continue to get carried while playing like garbage.

Then how is the other team winning so often? So the player skill has INCREASED?
