Devourer and Runic Echoes are too strong, buff Cinderhulk

I finally left the Top Lane island and decided to play jungle today. I've been aware that most tanks take Runic Echoes now, and today I understood why: Cinderhulk's damage scales so poorly that tank Junglers can hardly clear camps with it.

It honestly feels like a noob trap item now just like Wits End. Cinderhulk might give your champion a lot of extra bulk, but its clearing speed is so poor that you will be behind in gold anyway.

Devourer on the other hand provides excellent clear speed on champions who already have the fastest jungle clear in League. As a top lane main, I never believed that Devourer is OP because many of the champions who use it can be peeled easily by the likes of Shen or Rammus.

However, after playing Jungle myself, I too began to feel indignant towards devourer. This item is simply too good in comparison to the other enchantments. Often, a devourer jungler will be ahead in levels and gold just because they clear so quickly. Likewise, some champions who abuses Runic Echoes such as Elise and Nidalee can clear their camps and still have time left over to catch the enemy jungler out.

Either buff Cinderhulk so it does a lot more damage to monsters or nerf Devouer and Echoes so they do less damage to monsters.
