Why isn't Ragdoll Poppy on the store?

This link says Ragdoll Poppy was transfered to the Legacy vault as of, at least, October 2013. So with the Legacy vault being opened once more for Sugar Rush, why is she not available?

Never mind that her category change being months ahead of her scheduled re-release means she should have been released with the other 47 legacy skins (and she was not, she might have been released for Snowdown) and that made me think she wasn't being re-released so I missed it.

I've have (or had depending on when this is looked at) an ongoing ticket with Riot Customer support. It's just been a lot of semantics as to why Ragdoll Poppy wasn't being released as a Legacy skin. Such as, "She was Limited back then, despite her being moved to Legacy category months in advance." (not a direct quote) I submitted it because I didn't see any sources displaying Ragdoll Poppy being released with the other Legacy skins like she was advertised and it upset me because it's the last skin I need for one of my favorite champions in the game.

Whatever, though. I can handle that she was "Limited" back then. But now she's Legacy, no doubt about it, and she's not in the vault release with the rest. What's the deal, guys?

This got really long winded and I'm tired and hungry while posting it, but my point stands that this skin needs to be released again. I hurts nobody to just let me buy this damn skin. It is actually 100% beneficial to every party involved.
