Anybody else thing after the rammus rework he may just be a top laner?

So,i am mastery 4 as I played him top a lot when I first started league. top is generally that peaceful lane where tanks go and cant hurt eachother and all that,and with the rammus W rework where it gives him an up to 70% armor/MR boost,you think people will take him top since he has a more even scaling with his armor stats,something like ,I did this with along with as our was making me regen like crazy. but you could put ANYTHING as the last item really,as with poppy's stats you have like 350 armor,which is 78% reduced damage (the 4 items and gave a near equal amount of armor/MR from poppy's MR level scalings) and that's with full HP,no active items 15% boost. where if the rework goes live he will have a 70% boost for like 6 seconds on a 6 second cooldown.
