For months and months i've tried applying for a PBE account and to no avail. Is there some sort of requirement? Do you have to be platinum or diamond elo? Does anyone know some details of others who have a PBE account or is it completely by luck? I can't complain because I know there are so many like me who want one as well and have probably asked the same question.

their are only so many slots. And if they have enough active accounts they do not add more.

You definitely don't have to be high elo. I was bronze when I got my PBE account. I simply applied and waited, was about 6 months before I got accepted. Just wait, not much you can do outside of that.
