Is this DDOS?

So I've been having bad ping spikes since yesterday. My ping is 30ish, and randomly pops up to 400 - 500 for about 2 seconds and then goes back to normal for like 2 minutes before it happens again.

My last game I just played, I was playing Zyra support, I was doing very well despite these ping spikes. I was like 4/2/14, and I was doing a lot of damage to everyone. Then suddenly my ping stops spiking, and just stays at 500-600, and slowly increases constantly. It kept increasing until it got to insane numbers, I never DC'ed but my ping was going upwards of 5000, and I couldn't play the game at all. It stayed that way for like 12 - 15 minutes.

I couldn't be near fights because I'd just feed, there was nothing I could do, so I sold all my damage items, and bought ZZ'rot Portal and Banner of Command figuring I could just walk around and place/clear wards, promoting minions and placing portals while steering clear of the enemy team.

Then after the fact that I sold everything becomes visible to the enemy team, suddenly my ping drops from 5000 to the normal 30, and stays that way until the end of the game. Unfortunately it was far too late and we lost shortly afterwards.

Was I getting DDOS'ed?
