Scroll wheel zoom disabling

Is there a way to do it that I just can't find, or do we really not have a way to disable the scroll wheel zoom? I don't know about everyone else but from time to time I will accidentally scroll and it's really distracting.

On the same line of thought, why can't we scroll through the chat instead? (thanks to SIXDOGMAN)
