What champions are never considered OP?

I swear that I have literally seen every single champion cried about as being OP on the boards at some point.

Is anyone NOT OP?

I guess, who is not OP right now?

I mean, who is significantly UNDER powered, so much so that nobody in their right mind would complain about them?
