Only the MOST popular champions receive skins?..

So, a long while ago a similar subject was rose within the boards in which people were asking about what the timeline for characters receiving skins is and Riot made it pretty clear that the timeline is based on when a champion last received a skin but over the past 2 seasons I've only ever seen the same group of champions get new skins released. Just wanting to know what your guys' opinions are on this? 3 Skins since season 4 3 Skins since season 4 2 Skins since rework 2 Skins since release 3 Skins since season 4 3 Skins since season 4 4 Skins since season 4
