Dodging queue is a good thing. You avoid playing with trolls, and toxic players. There are people toxic enough to make people leave queue, so why should the dodgers be punished? Yes, now certain people who got away with picking the first time will see her banned the second time around, but both problems can have the same answer. If a player dodges queue, all players should be placed in new queues.
