Dodging queue is a good thing. You avoid playing with trolls, and toxic players. There are people toxic enough to make people leave queue, so why should the dodgers be punished? Yes, now certain people who got away with picking 
the first time will see her banned the second time around, but both problems can have the same answer. If a player dodges queue, all players should be placed in new queues.

Not always. You're making a generalization that is not always true. It's not even true most of the time. People also dodge simply because their champion got banned/picked, they don't have pick priority and lose their prefered lane, or someone picks a champion on their own team that they don't think is good enough.
The solution to people trolling in champion select is not to allow you to dodge all you want, it is to get rid of the trolls.

Dodging penalties may help prevent this type of trolling, but it's still a generalization itself. By putting a ban on players who dodge, you're generalizing dodging as a bad thing. When I'm in a lobby and someone sets up for mid, even though mid is already taken, I should be able to leave without being penalized. So it's either stick around and waste time playing a match with a troll, or waste time because of a ban. It's not a fair approach.

I am saying that it is detrimental to the game and essence of solo queue because people would just dodge for any reason they wanted. Team Builder exists for you to get exactly what you want every time; Every single other mode does not.

Mister Modesty1 votesYou're the one twisting fact with fiction, buddy. I'm saying that, in some situations, it is beneficial to drop out of queue. Everyone has been there. Whether it's a player being toxic, or a player trolling positions (picking mid after it's already been picked, and screwing up team composition for example). It's just a bold move to place blame on the person who drops. Can you honestly say you've never dropped to avoid a bad game?

Blaming you for dropping? The system isn't there to punish you for avoiding a troll, it's there so people don't do it too often and drastically increase the queue for trivial reasons.
I've dodged less than 10 games. Probably less than 5, and none in Ranked. This is completely irrelevant to my position anyway because my point was very clear that dodging is sometimes good, but certainly not common to be so.
Mister Modesty1 votesI'm offering a solution. You don't have to deter people from doing something If that something has no negative consequences. Every negative outcome from dropping queue (that I can think of) could be avoided by simply re-assigning all the players to new lobbies after the first has disbanded. Creating a temporary ban on players who drop only fuels the trolls. They now have backwards incentive, knowing that their victims are negatively reinforced to stay in lobby.

With two roles left to pick from (sup and jg) the other player picks Tristana. If I dodged queue, I would lose LP and have a temporary ban from playing. But I end up losing more LP because of horrible team composition. I should be able to avoid these people without penalty.

Solo queue is not going to get you that. Again, you are presenting a problem that has solutions already, yet refuse to use them.
