So I bought a new $1000 computer and upgraded my wifi.

FPS above 60 is redundant. The reason 60 is the standard is because that's what the human eye can detect properly. Video settings are capped at 60 so as to avoid wasting processing power on increasing the framerate to above what we can notice. But you can uncap them if you wish, you just won't notice any difference except that the number will be higher than 60.
Improving your wifi won't affect your ping unless your wireless network was ABYSMAL. What it WILL do is improve the stability of your ping. Wireless network instability is probably the number one cause of fluctuating ping/connectivity in online games in general.... so that IS absolutely money well spent. Same thing goes for improving your computer. Unless there's something REALLY wrong with your computer, it shouldn't be causing you to have a reduction in average ping... but things like poorly configured firewalls/AV software or drivers that're out of date for network software/etc. can result in spikes/disconnects so again, improving them is money well spent as you're less likely to experience disconnects.
Sorry, but until Riot has their full backbone ready - which is supposed to be soon - there's not much you can do to improve your ping. Distance isn't the problem, it's the indirect route your traffic has to take to get there that causes the problem along with inefficiently configured data carriers in between you and your destination. Those are the two factors that cause 90% of your pingtime(since it only takes a few milliseconds to cross the US at the speed of light which is how fast data travels, approximately), and as such until the optimizations riot is making are completed, there's not much you can do to straight up reduce your pingtime.
The issue is the game and the us servers.
I play EU based games all day and have better connections. Riots just cheap and cut corners, now they have to start from ground up to fix it.

How much delay did you think was tied to your wifi? How intensive did you think League was?
If you were expecting drastically different results, you should have probably done more research before spending that $1000.

well now you have a nice computer and good wifi so you can do other tasks while you're in game that requires wifi without lagging so badly
I think that this is a problem in the east coast. No matter how good my wifi/computer is, I will never have more then 60 fps or less than 90 ping.
internet in the united states is the most expensive in the world. and it is like the 40th fastest.

First off, if you want an fps higher than 60, you need to go to your video settings in game and set your frame rate to uncapped, or you will be stuck at 60 no matter how powerful your computer is.
As for your ping, that will always be capped by how far you are from Riot's Server. Getting better wifi can increase stability and reduce packet loss, which leads to lower ping, but you will never get below a certain minimum ping. That minimum is simply determined by how far away you are, not by your ISP.
