Should Champion levels reset for every new season?

I feel like they should reset back to level 1 when a new season starts. This keeps the system fresh; if not I can see this system getting stale pretty fast unless Riot keeps up with adding levels but what could you add? Must have 100 wins on the champion to hit Rank 8?

I think that skins should be reset every season. That way I have to buy all my skins over again, so I don't keep using the same one. To keep it fresh!

No, but they should reset when there's a rework imo.
