Nah, assuming u are asking that for "assassin" type champs, you still want to go the whole Lethality/Arm pen rune route.
no. every energy champion has a way to regain energy though shens way sucks balls versus a team with a brain. but shens costs and energy pool was made too big for runes to even matter.
