Key Fragments: 16 wins into reset and still no key

Title. Riot said they don't want your first few keys to be a 'farm fest' so Casual players have a minute chance of getting keys... 16 for one fragment (probably in the 40s for one key since it doesn't really drop until you get a key I find) seems like a farm fest. Is this just me?
