@Riot, have you ever bounced around the idea of "Returning" skins to the Store?

Selling skins you own but dont want back to the in-game store for a fraction of what their price is

as a long time player, i have a multitude of champions with several skins ive collected as the years went on, some of those skins became outdated, or maybe i just simply liked a newer one more. as a result, im sitting on a whole pile of skins that i simply don't use anymore.

and now with Loot chests and crafting, there are a times where i'll re-roll 3 skin shards and end up with Bandito Fiddlesticks, and that just leaves me with a "wow, that feels like a big waste. im never going to use that" feeling.

but if i could maybe trade it in to the in-game store for a little credit, that disappointing roll becomes an investment

we can save up little by little and hold out for that skin we've been wanting since last patch, and it can even make it easier to get small ticket items like an Icon or Chroma that we like since we're getting little bits at a time

Honestly this will probably never be a thing for the sole fact that riot needs to generate a consistent revenue. By implementing this People wouldn't really buy as many skins because they can say " oh ill just sell some old ones" and by that statement people wont be willing to put in money anymore. I'm sure that some people would still do it but it wouldn't be anywhere as consistent as there revenue is now.
