But I seem to recall you said you would adjust veigar depending on how he performed right?

Win rate isn't the main focus when balancing champs. Also, he was just reworked, the drop in win rate can just be due to players not having practice with the new Veigar and/or playing losing due to being unaware of his changes until they get in game. It's not a true indication if Veigar needing a buff.

Zed had an extremely low win rate on release, and people claimed was Super weak. Without a buff or nerf he was the #1 banned champion in LCS season 3 (i think it was 3 when he came out). He is still a thorn in our sides in season 5, with the Super low win rate. Win rates mean nothing unless it is super high.
