It's only toxic if you refuse to surrender for any other reason than that you think you still might win.

The kicker about that, though, is many don't want to put forth the effort to reach late game where the advantage evens out so they'd just rather forfeit and call late-game optimists "toxic".

If they don't surrender because they think you can still win, it's not toxic. But if the refuse to surrender because the screwing around and just feeding or doing dumb stuff? Then it's toxic.

Its not toxic, but its a terrible mindset to have. You need to be able to tell when your team just isn't working. There is no point in dragging out the game an extra 20 minutes unless there are things going on for your team.

Like if you have a late scaling team (Vayne Nasus ) losing early isn't bad unless you really lose it. The opposite is also true when your opponents have a late game scaling team and you are losing early. Its probably not going to get any better unless you all really start working together.

Blind optimism is just as bad as blind negativism.

Yes it's toxic when your team is down 4-32 by 20 minutes and the enemy has 2 inhibs when you have taken none of their towers and your team has one dude that's just not surrendering to troll you and that one guy that's like "Never surrender! Fight to the very end!" And you end up wasting another 10-15 minutes turtling until enemy has 5 drags or baron and steam rolls your nexus.

It's f*in annoying dealing with people that just won't surrender.

Not that you should surrender at 20 just because your team is 15 kills 20 deaths and are down in objectives. Maybe you scale, maybe 1 person on your team is fed and can carry. Comebacks galore are possible and so are throws. But when its abysmal and you're clearly not gonna scale or you just cant even farm to keep up its borderline trolling to NOT surrender.

OR

Surrendering just to lose LP and GIVING THE VICTORY AWAY REALLY EASY AND QUICK.

The latter is toxic in my perspective. The former isn't ( Depending on your reasoning ).

I mean, um, it's a vote so technically no.

Honestly I'd just roll with the situation. If your team is just down for the count and just not willing to fight anymore, you can consider it. If the game is even and someone is just salty, I wouldn't surrender.

Telling people you never surrender doesn't always fare to lose, but your quote seems fair. You play to win, and you don't want to surrender. Nothing to be worried about.

If you are making efforts to win it's not toxic at all.

Anyway I might consider a surrender even with that mindset if there is like 1 afk or a terrible troll in the match who also refuses to surrender.

No, I don't think it's toxic. It might be a bit passive-aggressive (some might view it at you suggesting that they play to lose) but it's not report-worthy.
