What champions even use stoneborn pact?

So doing an ARAM game I got . with his Q not being too good in the mode I went for with stoneborn. in the end I was pretty tanky as stone plate gives good resistances, and teamfights of 2v4's lasted for like 40 seconds cause of both teams having stoneborn champs that built HP so every single person had like 60 HP regen a second and 2 tanks versus . nobody took damage. what champions can use it in normal games? it's ANY movement impairing effect so or CC can just permanently apply the mark. but you need to build HP. and I never see people build HP as a base stat unless they are playing but chances are is he is there that instinctively makes the other team get have you ever used the keystone as I think I have only had use for it in ARAM. I only see it working on tank supports with a lot of CC or a slowing item as top/mid are solo lanes and junglers...well some may be able to get use out of it
