chain vest or ninja tabi, what is better for beating riven in lane.
Btw: I like playing irelia and this lane usually ends up in my favor but its very close at lower levels so I was wondering which is better for winning this lane.
I go cloth 5 into double longsword into sunfire, though I do that on Garen and not Irelia. Even though Ninja Tabi does a lot against her I would only get it if the enemy team has no AP. I would suggest Merc Treads after a few items to combat her stun instead.
Depends on this Riven's style of play, tbh. Ninja tabi is great if your Riven is using autoattacks during her combo, because if it's close then it'll shift toward your favor.
But why not build both?
In fact, you could go for a potential bruiser build. Build ninja tabi AND sunfire cape for more armor AND health! Then, to compensate, you can build 
for attack speed and %hp damage, just don't forget to use its active in close combat!
I don't want to delay my triforce too much so I would rather pick only one
and I don't really like bork on irelia anymore, I would rather build full tank with the exception of Maw sometimes after I finish my tri
