The fact that you have to wait 10 minutes to get it's full effect, and it is expensive-ish at 3000 gold.
You would need to buy multiple Rod of Ages in a short time frame early on before the game closes (which could be at anytime past 20 minutes), and have the game drag out long enough to get them stacked
You also lose out on the effects of other items such as 
and 
. Not every AP champ uses those items, so it varies of course.
It's as efficient and reckless as rushing 
as a first or second item.
