Why is the PBE called "PUBLIC Beta Environment"
It's private
I signed up over a year ago and still have gotten in. If it were public, I wouldn't have a problem with that, and everyone would be able to join in

When was the last time you checked your status on the pbe signup page? I think that they did a cleanup of the applications a few months ago and told people to re-apply with a giant notification around then.
