@Riot - Can we have a way to report players who say they will feed during champion select?

During champion select, I occasionally run across players who announce they intend to feed. When I do so, I typically look up their stats. If I see they are on a decent losing streak and clearly on tilt, or have been feeding in past games, then I know there's a high likelihood it's going to be a bad game. There is no point in spending twenty minutes of my life playing a game that one of the players on my team has no intention of trying to win. Frequently, someone on my team will end up dodging. Unfortunately, this leaves me unable to report the player.

For example, in my last champion select, our first pick announced at the very start that he intended to feed, and then selected teemo with smite, and then announced once again he intended to feed. I am not really sure it makes to do anything in this situation except dodge. However, this leaves me with no ability to report the player.

Is there a reason why it wouldn't be a good idea to have a way to intentionally dodge a match and report a player for toxic behavior when doing so? Obviously, this report functionality may get abused, but it seems like it would be easy enough to save a log of the chat during champion select and review it in the same way that reports for in-game behavior are reviewed.

Pre and Post chat are included with in game chat recieved by riot from a report.

~just pick something fun and fuck around, only the otehr guys gonna be reported.

I understand the sentiment, but if I play the game, I am going to try to win. The issue I am referring to is when someone dodges so you can't report the person who caused the dodge.
