Do you pull champion concepts from the boards? Do you have a team that creates concepts? A little of both? Something else? How is a new champion made?

There's a team yes, but mostly it's one person that designs a single champion.

From what I understand, the process is this:

  1. The individual designer will come up with a concept (a fat demon that devours stuff), make concept art etc.
  2. The team will establish what kind of champion they want to create (ie, a tank that isn't aoe).
  3. The team and Rioters from other teams (such as Narrative) will look at the individual's work and provide feedback, create more art, pitch ideas about what makes sense for the champion.
  4. With the feedback, the individual designer finetunes the champion's abilities, art, and lore into one cohesive final product.
  5. The finished champion is given to the LIve Gameplay team for numbers balancing.

It should be noted that there are many concepts being worked on at once, at various stages in development. Lots of concepts never make it past #1. One and two are also kind of interchangeable, it sometimes depends on which one happens first.

Bard travels through the different dimensions all the time. Sometimes a curious lesser being follows him through a magical journey. Bard, who doesn't want others to think he makes mistakes, presents the lesser lifeform as a new champion.
