An idea for refunds

I've been playing over a year now, and unfortunately I wasted my refunds on some pretty stupid shit. But that's not what I want to discuss right now. My idea goes as follows: What if we could get IP refunds for Champions? Regardless of whether you bought them with RP or IP, since Riot clearly doesn't want to give RP back, how about giving us IP for champions we don't want anymore?

Off the top of my head I can think of a few champions I bought that I'll never play, ever. But there are still a few that I would like to buy.

The refund doesn't have to be 100% either, but it could be something like 80% per champion. Or maybe even something down scaling. Like 1st refunded champion in a day only gives you 90% their IP value, second one 70% etc. This way people can't just refund all their champions every day.

started the game, saw riot gives 450 rp for free. Thought you got RP for wins, spent it on garen, then saw I could refund it and did First idiot thing.

Bought my first champ, Pantheon, and bought a skin. Saw braum and wanted him more so......i did that. All three refunds were from the first 2 months of me playing a game. I am a bronze idiot.

I own every character in the game, and many many many skins... Can I have a refund if this skin is used in all game modes? Because I will not be playing it anymore.
