Why is there two types of essence instead of one?

The question above, I would like to know why there is two types of essence in the first place (Champion/Cosmetic).

It gets a little irritating when you manage to get that third and final key frag, and then you can finally open up one of those beautiful looking chests. Only for it to contain Sivir or ~~Satan~~ Teemo.

Edit: In case you couldn't tell, this is about the crafting system.

I think it's so you can't just disenchant champion essences for free skins. That would be too easy and a single guy who'd pay 500$ worth of crates would have it all than spending triple of that buying said skins.
