People who can't Lock In due to client lag is one sign of them having bad internet connection

Cz imagine if you can't hit the Lock In & you still managed to hover through the champ selection to Loading Screen, then think about the chances of you DC-ing in game when you were given a clear sign of bad internet connection during the champ selection.

This is the one part why I'm glad Riot decided to force people to Lock In instead of making the hover through it in the new Champ Selection. Riot literally saved the other teammates of having to 4v5.
