Elise with a giants belt has less hp than a corki with a tri force

1 Level differential him 13 me 12

I had giants belt and jungle item he had only a tri force

he had 100 more hp than i did.

As pointed out a giants belt give 380 and a tri force 250

So thats 130 hp+ 100 hp difference=230 hp differential Although he was a level higher so roughly 220 Also he may have had runes which at lvl 13 is 81 hp

Still left at 140 hp differential

Thats a really big difference as a primarily tank jungle. Elise is mainly a tank jungle and she has lower tank stats than an adc by a significant margin

TL;DR OKay i don't know if people just aren't actually reading or what so ill just make this simple for you.

ELISE has lower health base stats (when she is supposed to be a tanky jungle) than a corki does.

So we're talking about two champions with a significant gold differential. I notice there's no mention of what level they're at. Which is pretty important, because she has ~16 hp more at lvl 1 (though he gains more per level, overtaking her when both are at lvl 10).

At level 18, the base hp differential between the two is ~17 hp in Corki's favor. Triforce gives 250hp, Giant's Belt gives 380. So the only way for Corki with Tri to have more hp than Elise with Giant's Belt, assuming all else to be equal is for him to be higher level.

Which is a pretty standard benefit of being higher level.

Runes and masteries, of course, may adjust that further.

Elise is an AP assassin/mage in the jungle. Riot lists her as Mage/Fighter, not a "Tank". She's not particularly tanky at all, either in base stats or her kit.

Maybe because she's not meant to be a tank jungler? Also, used to see a lot of Elise top lanes last season. She's not picked much now because she's just not very good in the current meta.

Sion with no items and 3000 stacks at level 1(don't ask how its possible) has more HP than a 6 item Shen at level 18.

This is about as relevant as the OPs attempt at a point.
