Are tier 1 runes viable

I noticed the cost is now only 5-15 IP, that to me seems very cheep. Worth it?

They're fine when you're just starting out, and eventually you can recombine them.

Don't get tier 2 runes, though. They're just a huge waste of IP.

I got them on a smurf for the lols, but even on the smurf I'm regretting that decision.
