@Riot, why do you put 450 IP champions on the free champion rotation?
It doesnt take very long to get them, like 2-4 games for 1. Also why isnt garen removed from the rotation when you can get him for free?

Because people might actually want to try playing them before buying.
And no, 450 IP doesn't come in 2 games at all, unless you bought IP boosts
You'd think they would take the 3 champs you can get for free off the rotation. Garen being there kind of surprised me.
Because there are people like me who don't own them and won't purchase a champ I haven't tested out first right now.
Because some players only want to own champs they know they like and can't know if they like the champ until they play them a few times.
They put a lot of lower-difficulty champs in the free rotation. These often tend to be the older ones with simpler kits, which have lower IP costs because they've been out for a long time.
Free Rotation wasn't designed for people who just want to try champs out, though that is an option. It's primary function is to provide new players with a balanced composition of champions that eventually covers about 98%-99% of current champions, so they can get into the game easier and find out playstyles and favored champions before they really start buying. And 450 IP champions are often very easy to learn and play, mechanically.
