@Riot- What constitutes a touch-up and what constitutes a full VU?

Like I'm legitimately curious.

Looking at the texture updates on the PBE, some champs look fine. They could definitely use more voice quotes (Something you could accomplish in an afternoon or two, I'd guess) and maybe an animation touch but, but I'm legitimately curious when a visual buffing goes from "We're just gonna touch up the texture" to "full on reworkaroni"

For an example, would Nunu qualify for a complete upgrade to a VU or would they just need a little touch up in the texture/model department to make it a bit smoother? What about someone like Caitlyn or Brand?

I seem to recall it has something to do with the champ's rigging (which I think is the base skeleton that all the model's movements are based on). If the rigging is bad (like Rumble) then the champ needs a VU so they can replace it with something new. If the rigging is good (like say Leona or Vayne ), then the champ just needs touch-ups to the models to bring them in line with the current standard.

Also curious. I fear they'll give Pantheon a TU when he really deserves a full blown VU

I'd say when a champion is supposed to have blue hair with golden tips, but instead it looks green, that warrants a re-VU cause the previous one was a failed lackluster rush-job.

I'm wondering who got fired in the skins department? Was it the in-betweeners? Or the final-detailers? Perhaps even the manager, so now there's nobody there to make sure they do their job correctly?
