What is with Matchmaking?

Riot keeps putting out these infographics telling me how great matchmaking in Dynamic Queue is, and how fast I'll get games, but even though I'm in Gold-Platinum, for the past few weeks, I've constantly needed to restart my queue over and over before I get a game. I wait 8 minutes in queue, restart queue, wait 8 minutes, etc etc etc.

Is queue bugged up? Is just every single person in Dynamic Queue queuing for Jungle/Mid? What is going oooooooooooooon?
