Suggestions for korea leveling

So... I have an account in korea, but I dont speak korean. I have finally hit level 25 through bot matches. I was psyched: time to use draft finally!!! .. except no. Seems like you need level 30, to play ranked, OR DRAFT MODE? um what.

I'm reluctant to play blind, since i cant call lane and that would be just chaos. So... any helpful suggestions?

Just play Blind... They are normal games for xp and fun.
