So... I have an account in korea, but I dont speak korean. I have finally hit level 25 through bot matches. I was psyched: time to use draft finally!!! .. except no. Seems like you need level 30, to play ranked, OR DRAFT MODE? um what.
I'm reluctant to play blind, since i cant call lane and that would be just chaos. So... any helpful suggestions?

Playing on Korean server isn't going to magically make you better by itself.
It certainly isn't going to help if you don't know a single iota of Korean.
And the fact that it's literally illegal and violates federal law to have one unless you were one of the pro players gifted one as you are not Korean and getting said account requires a KSSN (Korean Social Security Number) or the iPIN account which acts as a substitute (which you still need the KSSN for, but it just makes it so you don't have to put the KSSN into League's client directly instead) is definitely not going to help your case either. Read: It is literally identity fraud and impersonation.
Now feel like actually making a sensible reply instead of a smartass attempt at one that shows your ignorance?

It used to be you needed to input KSSN (also known as RRN, Resident Registration Number), as with most other services online for verification (like how one would verify with phone number or email here). However, iPIN was developed which was a more secure alternative, to avoid scams and identity theft attempts with phishing, as well as reducing the damage if a server was hacked into (so they don't get a list of ID codes).
It's tied to an account, and you simply log in with your iPIN account instead for the verification purposes, and logins are easier to manage security with. Government agencies and many other organizations in Korea also use it, it's not just a League thing.
