I had a bad game and got blamed for everything under the sun. Then I got a chat restriction. Next game, I got bullied and harrassed, but I could only reply once every 4 minutes! WTF! thankfully, the enemy team reported my 3 bully teammates in post game, but that didn't stop those 3 bullies from reporting me. That doesn't help my case with regards to preventing a ban. I'm stuck with dealing with trolls and bullies who will report me for a bad lane phase.
If you don't respond to them with anything toxic, then their verbal abuse reports will be thrown out and their reports will lose weight.

That makes it sound like you are wasting your breath responding to verbal abuse. Don't bother. If you ask them to stop and they don't, then mute and report them. If that's all you ever do then you'll never get punished, your life will be better off for not listening to them more than you have to, and they will be the ones with a chat restriction.
