reduce the stun duration on flame chompers

Its just too dangerous to have an wall that last for 5 seconds and stuns players for 1.5 seconds. Especially considering jinx has extremely high burst dps. She already has enough utility with her zapper. and with her passive using flame choppers allows her to escape any teem fights after killing any one champion.
