Is it normal to have 30 to 60 minute queues at level 13?

Game must not be as popular as i thought, i watch streams of people in ranked and they get quick matches though so i guess it's just not too many low level people playing?

dynamic, i've been sitting over an hour in queue, reset every 15 minutes

(Actually just draft mode) That's why. Low levels players aren't playing draft mode, they are in bots or blind pick
