Why do these threads get down voted?
I simply ask about builds for a champ I have been thinking of playing and suddenly I get down voted on that thread, what's the deal here? :/

Because, Gameplay is for complaining about X champion, not for how to play them. Everyone in Gameplay knows that.
Tips&Tricks is gone. I actually would read dummy builds and try them out there. That's actually how I started Jungling Teemo way back then.
The usage of upvote/downvote varies per person, with Riot's official stance being "whatever a person chooses to use upvotes/downvotes for is fine, so long as they're consistent about it."
I know that I tend to downvote posts that are blatantly wrong or that I disagree with. If I'm neutral on it, I usually leave it be. If I like it/agree with it, upvote.
Using my metric, it'd have to be a pretty terrible build for me to downvote it.
